The French National Assembly Bureau has approved the launch of Macron’s impeachment

Ouagadougou, September 17, 2024 (AIB/TASS) – The bureau of the National Assembly (lower house of parliament) of France has deemed acceptable the initiative of the left-wing party La France Insoumise to submit for discussion a resolution on the impeachment of French President Emmanuel Macron, Mathilde Panot, chairwoman of the La France Insoumise-New Popular Front (LFI-NFP) group in the National Assembly, announced.

“The bureau of the National Assembly has just voted by a majority on the admissibility of the resolution to initiate the impeachment of the President of the Republic,” she wrote on her page on the social network X, calling it “an unprecedented event in the history of the 5th Republic.”

She added that the text of the resolution would now be sent for discussion to the Law Commission. Ms. Panot also announced a demonstration on September 21 against Mr. Macron’s policy and for his impeachment.

On August 31, the reso
lution was submitted to the bureau of the National Assembly. It provides for the launch of the procedure to remove President Emmanuel Macron from power, in accordance with Article 68 of the Constitution, which allows this scenario in the event of failure to fulfill one’s obligations. This also concerns the refusal to approve laws adopted by parliament.

Two-thirds of the National Assembly must vote in favor of the resolution for it to be approved. The draft is then sent to the Senate (the upper house of parliament). If both houses support the document, the deputies and senators must meet in a joint session. For impeachment, at least 617 of the 925 members of both houses must support the resolution.

Discussion around the government

Emmanuel Macron has decided to dissolve the National Assembly and organize legislative elections after the defeat of the presidential coalition in the European elections. According to the results of the second round, held on July 7, the majority of seats (182) were won by the left
-wing coalition New Popular Front, followed by the ruling alliance Together for the Republic (168 seats).

The National Rally, the favorite after the first round of the legislative elections, came third (143 seats) with its allies Les Républicains. To obtain an absolute majority in the Chamber, a party must have 289 seats. On August 26, Emmanuel Macron declined the NFP’s proposal to appoint economist Lucie Castets as head of government.

Mr Macron has appointed Michel Barnier, a former European Commissioner and former French Foreign Minister, as prime minister, the Élysée press office announced. Michel Barnier will replace Gabriel Attal, 35, who was appointed in January 2024 and became the youngest prime minister in French history, as head of government.

On September 11, Mr. Barnier, who is continuing his consultations with representatives of the main political parties in parliament, promised that a new government would be formed in the week of September 16-22. For the time being, members of the cabinet of m
inisters will continue to carry out their duties until the president approves a list of new ministers.
