The President of Faso, Head of State, Captain Ibrahim TRAORE chaired the weekly Council of Ministers this Wednesday, October 23, 2024. According to the Minister Spokesperson of the Government, Rimtalba Jean Emmanuel OUEDRAOGO, files on the agenda were examined and important decisions taken for the smooth running of the Nation.

Under the Ministry of Defense and Veterans Affairs, the Council adopted the draft law on the General Status of National Armed Forces personnel with a view to correcting certain shortcomings and carrying out reforms for greater efficiency. In terms of innovations, and in form, the Minister of Security, acting as the Minister in charge of Defense, Divisional Commissioner of Police Mahamadou SANA indicated that from now on, there will be a single law instead of two, in particular laws 037 and 038.

In essence, he cited the reduction of the legal length of service to twelve (12) months instead of eighteen (18) in light of the commitment of non-commissioned soldiers who have left school in
operations to reconquer the national territory. This decree establishes the reestablishment of the category of non-commissioned soldiers in the hierarchy of personnel of the National Gendarmerie to be in line with the other armies and the introduction of a new method of advancement, “posthumous advancement” to take into account the commitment of men in the field of internal operations.

Minister SANA added that the promotion of those registered on the promotion table is reduced to two semesters, namely January 1 and July 1 instead of four quarters. Another innovation contained in this decree, according to Minister SANA, is “the opening of the possibility for all officers from the ranks to access all ranks in the officer category, as well as the possibility of appointing officers from the ranks among chief warrant officers with at least 3 years of seniority in the rank.”

On behalf of the Ministry of Justice and Human Rights in charge of Relations with Institutions, the Council adopted two decrees defining res
pectively the characteristics and conditions for wearing court attire for magistrates and clerks.

For Minister Edasso Rodrigue BAYALA, these court uniforms are made entirely of Burkinabe cotton, Faso Dan Fani. “The process was participatory. We are continuing discussions with other legal professions (lawyers, bailiffs and notaries) so that they can follow suit,” said the Minister of Justice. He stressed that in terms of cost, the new court uniforms for magistrates and clerks are “five times cheaper” than those imported until now.
