National planning and construction control office: The first regional branch opens its doors


The Minister of Urban Planning, Land Affairs and Housing, Mikaïlou Sidibé, officially opened the regional branch of the National Office for the Control of Development and of constructions (ONC-AC) of Hauts-Bassins, Friday February 23, 2024 in Bobo-Dioulasso. The director general of the ONC-AC, Yacouba Siko, on the sidelines of this ceremony, installed the brand new regional head, Hamado Ouédraogo.

General management, the National Office for Control, Development and Construction (ONC-AC), has been a State public establishment (EPE) since November 2021.

This status grants it management autonomy allowing it to achieve its main objectives of developing urban and rural spaces, and preventing drift detrimental to sustainable land management and social cohesion.

For efficiency, and to be closer to the populations, the office has undertaken the decentralization of its services in the 13 regions of the country.

The first regional branch opened its doors on the afternoon of Friday February 23, 2024 in Bobo-Dioulass
o in the Hauts-Bassins region.

The opening of the Hauts-Bassins regional branch, according to the Minister of Urban Planning, Land Affairs, and Housing, Mikaïlou Sidibé, marks the starting point for the gradual opening of other branches in other regions.

This decentralization is part of the aim, said Minister Sidibé, of ensuring compliance with regulations regarding development and construction in the various communities of Burkina Faso. Thus, to achieve this objective, the first head of the Department of Urban Planning, Land Affairs, and Housing expressed his commitment to supporting the ONC-AC, and therefore, the regional branches, in his control mission in accordance with the regulations in force.

In the same dynamic, Mikaïlou Sidibé requested the support of regional and municipal authorities, and all stakeholders, to support the regional branch of the ONC-AC of Hauts-Bassins in this mission.

On the occasion, the very first antenna head of the ONC-AC of Hauts-Bassins, Amado Ouédraogo, was installed in
his position by the director general of the ONC-AC, Yacouba Siko.

The general director of the ONC-AC, while inviting the head of the Hauts-Bassins branch to enforce the regulations in terms of development and construction, invited him to take his pilgrim’s staff to go near the populations in order to give them information on the new law relating to the urban planning code for construction as well as that relating to real estate promotion in Burkina Faso.

With his collaborators, Hamado Ouédraogo will go into the field to observe construction in progress in the towns of the Hauts-Bassins region, to verify construction permits, and to ensure that uncontrolled development of land and public spaces is avoided. .

‘I am humbled by the task entrusted to me. I would therefore like to reassure myself of my firm determination to meet the challenges with dedication, self-sacrifice, with complete impartiality and in a loyal manner,’ Hamado Ouédraogo pledged.

For the record, in application of article no. 6 of law 0017/
2006, of May 18, 2006, relating to construction, the government of Burkina Faso created the ONC-AC after numerous changes.

The office was in fact born from the transfer of the general directorate for the control of development and construction operations into a public establishment of an administrative nature through two ministerial decrees adopted respectively on November 4, 2021 and December 9 of the same year.
