Hauts-Bassins regional dialogue framework: More than 44 billion CFA francs invested in 2023 in the region

Bobo-Dioulasso: The Hauts-Bassins Regional Dialogue Framework held its first ordinary session of the current year on March 18, 2024 in Bobo-Dioulasso. Members examined the 2023 regional annual performance report of the national development policy and the action plan for the stabilization and revised regional development of the Hauts-Bassins.

The Action Plan for Stabilization and Development (PA-SD) is the benchmark for the interventions of the State and its partners in terms of development.

This document takes into account local development priorities in line with the National Development Policy.

The members of the Hauts-Bassins Regional Dialogue Framework, during their first session of the year 2024 held on March 18, examined the implementation of the PA-SD during the year 2023.

Thus, it appears from the PA-SD assessment that the Hauts-Bassins region obtained a total of 40 fully completed products out of 175,107 products that were partially completed.

The overall physical execution rate of all products
is estimated at 69.02%.

These actions of the PA-SD are oriented among other things in the fight against terrorism, the improvement of governance, national reconciliation or social cohesion.

As for the financial rate, it stands at 70.68% corresponding to an amount of 44,729,620,682 FCFA achieved on a forecast of 63,285,604,374 FCFA.

An assessment which, according to the regional director of economy and planning of Hauts-Bassins, Moussa Zongo, remains satisfactory in view of the difficult context in which the PA-SD was executed in 2023.

This context, revealed Mr. Zongo, is characterized by health and security crises and by inflationary tensions concerning consumer products.

Hoping for an alleviation of these difficulties in 2024, the Action Plan for Stabilization and Development provides for 145 products for this year at a total cost of nearly 39 billion FCFA.

Priority, underlined the regional director of economy and planning, will be given to security issues, agriculture, livestock and social cohesion.

From 2024 to 2026, the PA-SD revised to take into account this period provides for 147 products for a total envelope of more than 43 billion FCFA.

This revised Action Plan allows us to take a look at the actions planned over this period of time and, if necessary, revisit the region’s major challenges in light of current priorities.

In addition to the Action Plan for Stabilization and Development, the Hauts-Bassins regional dialogue framework examined and adopted the 2023 regional annual performance report of the National Development Policy.

The regional performance report takes stock of the implementation of the National Development Policy during the year 2023. It is a report which allows us to assess the performances achieved at the regional level as of December 31, 2023.

The governor of the Hauts-Bassins region, Mariama Konaté, who chaired the session, welcomed the multiple efforts made by the various stakeholders to support the Government in the implementation of the National Development Policy.

mobilization undoubtedly reflects your commitment and determination to promote local development for the development and well-being of our populations,’ said Mariama Konaté.
