Council of Ministers: the government adopts a decree relating to the management of state public agents in crisis situations


Ouagadougou: The President of the Transition, Head of State, Captain Ibrahim TRAORE chaired this Friday, the last Council of Ministers of the year 2023. Several files were examined and important decisions taken for the smooth running of the Transition, according to the government spokesperson, Minister of State Jean Emmanuel OUEDRAOGO.

Under the Ministry of Civil Service, Labor and Social Protection, the Council of Ministers adopted a decree relating to the management of public agents of the State in crisis situations. This decree fills a gap and aims to allow the government to have operational elements to manage the cases of certain public agents finding themselves in crisis situations, indicated Minister of State Bassolma BAZIE. ‘Our country is going through a difficult situation which means that despite the commitment, determination and spirit of sacrifice of public officials, there are certain situations in which they find themselves; to manage them, the old legislation does not allow certain cases to be
taken care of,’ explained Mr. BAZIE. He specified that the decree which is structured into six (6) parts concerns, among other things, the organization of the State public service in localities impacted by insecurity, professional examinations and competitions, the assignments of agents, their annual evaluations, the treatment of those injured, discipline and sanctions.

On behalf of the Ministry of Agriculture, Animal Resources and Fisheries, two reports were presented to the Council. The first concerns the forecast situation for the 2023-2024 wet season. ‘We have a cereal production of approximately 5,346,304 tonnes of cereals produced. Which represents an increase of approximately 1.30% compared to the previous wet campaign and an increase of 5.30% compared to the average of the last five (5) years. These results were achieved although certain areas were not able to produce,’ indicated the head of the department, Commander Ismaël SOMBIE. It is important to note that these results could have been better if
all the data had been compiled within the allotted time frame.

Commander Ismaël SOMBIE is delighted with the performances achieved which are justified by the importance of the means made available by the government in terms of support for production. However, ‘despite this support and taking into account the rather capricious rainy season in certain localities, there are 19 provinces which are in deficit, 7 are in balance and 19 others are in surplus production. This results in a cereal deficit of around 81,000 tonnes,’ he added. A response and support plan for vulnerable people is therefore being validated.

The second report presented relates to a proposed solution for the development of the fruit and vegetable production sites of the former company Flex-FASO which have been abandoned for several years. These sites have a total area estimated at approximately one thousand (1000) hectares. peration in collaboration with local populations by organizing them in the form of cooperatives with a view to resuming cashew and fruit production. miscellaneous.
