Burkina relies on digital to cure the many ills of public administration


Ouagadougou: The Burkinabe Ministry of Civil Service has initiated a reflection on digital technology to correct the inadequacies of the Public Administration and improve the management of human resources.

At the opening of the 10th Annual Human Resources Management Conference (CAGRH) Thursday in Ouagadougou, the Minister of State in charge of the Civil Service, Bassolma Bazié, recalled that the Burkinabè Administration, subject to digital contingencies, suffers from corruption, favoritism and nepotism which hinder the development of the country.

‘Faced with these situations, rigorous reforms allowing the State to serve all citizens are essential. (And) digital gives us the opportunity to correct our mistakes and improve,’ he said at the opening of the 10th CAGRH.

Mr. Bazié suggested that participants carry out discussions that take into account the current situation and which will make it possible to put in place an adequate and adapted human resources management mechanism.

‘We must take up the challenge
of consistency in innovation to adapt the public service to the needs of the administration,’ added Minister Bassolma Bazié.

The representative of the Secretary General (SG) of the Ministry of Civil Service, Seidou Mocktar Ganama, for his part indicated that the discussions will make it possible to identify the challenges to be met and to arbitrate the needs in human resources.

Mr. Ganama said that the participants will focus on the functioning of the consultative bodies of the public service and give recommendations for healthy and rational management of public human resources.

This meeting was held under two themes: ‘What perspectives for a better contribution to the management of public human resources’ and ‘The management of human resources of EPE: state of play and perspectives’. It takes into account, for the first time, State public establishments (EPE).

It is placed under the sponsorship of the Minister of State in charge of communication and culture, Jean Emmanuel Ouédraogo and the Minister in ch
arge of the Digital Transition, Aminata Zerbo/Sabané.

Minister Ouédraogo has committed his department to supporting the ministry responsible for the Civil Service and all human resources managers.

Established in 2009, the CAGRH remains a framework for evaluating and guiding State policy, in terms of administrative governance and management of public human resources.
